The Anti-Red Tape Authority (ARTA) Region III has initiated a partnership with Limay Polytechnic College (LPC) to promote student leadership, civic engagement, and good governance through the proposed Student Movement and Leadership Empowerment Program.
An exploratory meeting was held on July 30, led by Ms. Mary Grace Manabat, ARTA Region III Regional Chief, with LPC President Dr. Elmer De Leon and key College officials to discuss the objectives, scope, and potential areas of collaboration under the proposed partnership.
During the meeting, Ms. Manabat presented ARTA's vision of strengthening collaboration between the Authority and higher education institutions by actively engaging students in nation-building initiatives.
She emphasized that the program seeks to empower young people with a deeper understanding of good governance, accountability, integrity, and public service, recognizing their vital role as future professionals, entrepreneurs, public servants, and policymakers.
As stated in ARTA's invitation letter, exposing students to the principles of the Ease of Doing Business Law and efficient public service delivery at an early stage will help cultivate values and competencies that contribute to governance reforms and national development.
Ms. Manabat further noted that educational institutions play a significant role beyond academic instruction.
They are instrumental in shaping responsible citizens by fostering integrity, civic responsibility, accountability, and a culture of service among the youth.
According to ARTA, Limay Polytechnic College is the sixth academic institution in Region III selected to participate in this newly conceived initiative, highlighting the College's growing recognition as a valuable partner in leadership and governance programs.
The exploratory meeting also provided an opportunity for both parties to discuss the proposed provisions of a Memorandum of Understanding (MOU), which will formalize the partnership upon review and mutual approval.
The agreement is expected to define the respective roles and responsibilities of ARTA and LPC in implementing student leadership development activities, governance advocacy programs, and the establishment of a student movement that promotes accountability, ethical leadership, and active citizenship.
Representing Limay Polytechnic College during the meeting were Dr. Elmer De Leon, College President; Mr. Mark Anthony Banda, Quality Assurance, Linkages, Internationalization, and Training for Institutional Quality (QUALITI) officer; Ms. April Cruz, Director of Academic Affairs; and Dr. John Levy Rueda, Head of the Department of Business and Accountancy, representing the Officer of Student Affairs, Discipline, and Services because the one in-charge was attending a physical CHED-invitational seminar simultaneously scheduled on same day.
The proposed partnership reflects LPC's continuing commitment to producing graduates who are not only academically competent but also socially responsible, ethically grounded, and actively engaged in nation-building.
Through collaborations with government agencies such as ARTA, the College continues to expand opportunities that develop leadership, promote good governance, and empower students to become catalysts for positive change in their communities. #
