𝗖𝗢𝗟𝗟𝗘𝗚𝗘 𝗡𝗘𝗪𝗦 | Four Partnership MOUs in One Day advance Youth Empowerment, Gender Development, Psychosocial Support, and Digital Scam Advocacy

It's Partnership MoU Day.

Limay Polytechnic College (LPC) marked a significant day of partnership-building as four Memoranda of Understanding (MoUs) were successively formalized in one day, September 24, (1:00 - 5:00 P.M.), including brief discussions with civic, community, faith-based, and regional advocacy organizations, strengthening the College’s commitment to student empowerment, social development, gender responsiveness, psychosocial support, and digital safety.

Dubbed an “MOU Signing Day,” the series of partnership engagements brought together LPC and external organizations whose respective advocacies complement the College’s commitment to developing socially responsible, empowered, resilient, and community-oriented students.

Youth Empowerment and Civic Engagement

The first partnership was formalized with the Limay Alliance of Youth Advocates (LAYA), led by its President Mr. Jeffrey Reyes.
The collaboration focuses on youth empowerment, public awareness and education on socio-political issues, health campaigns, including HIV and AIDS awareness, and emergency support programs.

Through the partnership, LPC students are provided opportunities to participate in initiatives that promote responsible citizenship, informed engagement, health awareness, and community involvement.

Gender Development, Peace, and Social Cohesion

The second MoU was entered into with the Limay Rainbow Council, an active LGBTQIA+ youth and community-based organization in Limay led by Mr. Jesu Carlo Quicho.

The partnership centers on youth leadership and development, gender and development (GAD), peace and social cohesion, community education, and advocacy. The engagement complements LPC’s continuing efforts to promote an inclusive and respectful learning environment while empowering students to participate meaningfully in community development initiatives.

Psychosocial and Community Support

The third partnership involved the Association of Christian Churches for Evangelization of Limay and Beyond (ACCEL), a faith-based civil society organization composed of local Christian bishops and pastors and led by Pastor Adrian Guillermo, together with Pastor Ann Marie Mapilisan.

ACCEL serves as a community-based partner in various development and spiritual enrichment initiatives and frequently collaborates with the Limay Municipal Police Station (MPS) and local government units.

The partnership with LPC provides opportunities for collaboration in areas, such as community outreach and welfare, family and spiritual counseling through the Limay Counseling Center, and morale and recovery programs, contributing to broader support mechanisms for students and members of the community.

Digital Scam Prevention and Online Safety

Completing the day’s partnership engagements was the MoU with Scam Ready Mover, under the Scam Ready ASEAN initiative led by Ms. Christine Baguio.

Scam Ready ASEAN is a 2.5 - year regional initiative designed to equip communities across ASEAN with practical knowledge and skills to identify, prevent, and respond to online scams, including emerging threats associated with artificial intelligence.

The partnership provides LPC with opportunities to participate in digital safety awareness campaigns and advocacy initiatives, particularly those that can strengthen students’ capacity to recognize online risks and practice responsible digital citizenship.

Whole-of-Community Partnership for Student Development

The four MoU signing activities were attended by LPC College President Dr. Elmer De Leon, who led the signing ceremony, together with representatives from the concerned academic and support offices and student organizations.

For the partnerships with LAYA and the Limay Rainbow Council, LPC was also represented by Ms. Fatima Alvarez, GAD Focal Person; Ms. Reymalyn Presentacion, adviser of the Peace Youth Advocate Society; and Ms. Visayas Villa, member of the GAD Focal Point System, also with Mr. Dominic Primero, Registered Guidance Counselor and Director of Guidance, Testing and Human Formation Development who graced the activity under his helm.

For the ACCEL partnership, Ms. Alvarez and Mr. Primero represented the concerned LPC Units.

For the Scam Ready Mover partnership, Ms. April Cruz, Director of Academic Affairs, and Ms. Julie Diaz, NSTP and Community Development Coordinator, represented LPC.

The entire MoU signing activity was arranged and processed by Mr. Mark Anthony Banda, QUALITI Officer, and documented by Mr. John Rudolph Barbin, Media Communication and Public Information Office as part of the College’s continuing efforts to expand strategic linkages and strengthen external partnerships.

The four agreements demonstrate LPC’s approach to partnership-building as a means of extending learning beyond the classroom. By converging with organizations that possess complementary expertise and community networks, the College creates additional avenues for students to engage in youth leadership, gender-responsive development, psychosocial and community support, civic participation, and digital safety advocacy.

Through these partnerships, LPC continues to advance its commitment to developing socially aware, empowered, responsible, and community- responsive students into becoming graduates equipped not only with academic competencies but also with the values and capacities needed to contribute meaningfully to society. #
