Dr. Elmer B. de Leon was invited by the Bataan Peninsula State University at Balanga City as this year’s commencement speaker on September 13, 2022 at its Balanga campus. Dr. De Leon inspired the graduating batch and the audience about his beginnings, developments and career journey leaving with them his legacies and advocacies in reaching out other people through his educational leadership and professional engagements. He mentioned the LPC practices and experience in bequesting quality education at its best amidst limited resources and financial constraints but unlimited creativity and opportunities.
