The Philippine Army on Thursday, held an indoor coordination meeting with Limay Polytechnic College (LPC) administrators with Hon. Remigio S. Tayag, Jr., Chair of SB Education Committee to discuss possibility of putting up an independent Reserve Officersβ Training Corps (ROTC) unit at LPC on January 22.
Leading the discussion was Lt. Col. Christian G. De Leon (MI), PA, director of the 305th Community Defense Center (CDC), 3rd Regional Community Defense Group (RCDG), Reserve Command (RESCOM), who presented the requirements and procedures for establishing an ROTC Unit under existing regulations.
LtC. De Leon emphasized the relevance of ROTC amid current national concerns, saying the program provides students not only with military training exposure but also with basic skills in discipline, emergency preparedness, nationalism and civil defense and self-protection.
He added that graduates who did not take ROTC but would want to pursue the program may qualify to take the Basic Citizen Military Course.
Meanwhile, Hon. Tayag Jr. expressed support for the proposed program, citing its value in youth development and civic responsibility. Tayag said the local government recognizes ROTC as a platform for instilling patriotism, leadership and discipline among students, and stressed the importance of proper coordination between the institution, the Philippine Army, and the municipal government to ensure compliance with legal and institutional requirements.
On the other hand, College President Dr. Elmer B. de Leon said that the college is open to implementing the ROTC program but pointed out that due process must be observed. He clarified that the proposal must first be deliberated and approved by the LPC Board of Trustees and subsequently endorsed through a Sangguniang Bayan session before any implementation can proceed.
No timeline was announced, as discussions remain in the exploratory and coordination stage.
Present from the Philippine Army were TSg Oliver C. Nanquil, personnel non-commissioned officer; Cpl. Raymund D. Garcia, operations NCO; and Cpl. Mark Jayson C. Balones, logistics NCO, all from the 305th CDC.
Representing LPC were Dr. De Leon; QA/IZN Deputy Mr. Mark Anthony Banda; and Research Director Mr. Jhoemark Ablian.
Local government representatives included Hon. Tayag; SB Member Cecil Gerard Roxas; and Limay SK Federation President AJ Joaquin. #
